Cascadia Maturity Model
The Cascadia Maturity Model evaluates the organization across twelve dimensions: strategy, workforce design, process, technology, integrations, governance, data and knowledge, evaluation, operations, adoption, value realization, and ecosystem reuse. Maturity applies to the organization, not to the package.
The five maturity levels
Each level names a stage of organizational capability, not a product tier. Movement between levels is earned through operating evidence, not purchased.
Level 1 — Experimentation
Typical statement: “Several teams are experimenting with AI.”
- Isolated prototypes
- Individual tools, no shared architecture
- Manual processes, limited governance
- Unclear ownership, no baseline
- No production support, model-centric thinking
Primary goal: Establish use-case discipline and governance foundations.
Required next steps: Inventory experiments, assign owners, define risk tiers, select measurable opportunities, stop unsafe shadow systems.
Level 2 — Controlled Pilots
Typical statement: “We have several pilots with defined users and controls.”
- Approved pilots with bounded workflows
- Human review on consequential actions
- Basic integrations and early adoption metrics
- Local ownership with limited reuse
Primary goal: Prove business value and production readiness.
Required next steps: Standardize role charters, strengthen observability, define support, create shared patterns, establish benefit registers.
Level 3 — Production Agents
Typical statement: “Agents operate in production with accountable owners.”
- Production workflows with supported integrations
- Formal approvals, incident response, access controls
- Adoption programs and benefit tracking
- Multiple agents operating concurrently
Primary goal: Standardize the platform and operating model.
Required next steps: Shared orchestration, model and tool registries, reusable skills, portfolio governance, marketplace foundations.
Level 4 — Integrated AI Workforce
Typical statement: “We operate an integrated portfolio of governed AI workforces.”
- Multiple coordinated agents on a shared enterprise platform
- Reusable workers, skills, and cross-channel state
- Central governance and portfolio metrics
- Continuous evaluation and repeatable deployment
- Cross-agent Engineering Loop
Primary goal: Optimize enterprise value and ecosystem reuse.
Required next steps: Certification, package registry, partner standards, advanced benefit management, cross-domain learning.
Level 5 — Adaptive Enterprise Ecosystem
Typical statement: “AI workforce capabilities are a governed enterprise platform and ecosystem.”
- Marketplace-driven reuse of certified packages
- Dynamic capability composition and continuous assurance
- Adaptive governance and enterprise-wide benefit realization
- Mature human-agent workforce design and external partner ecosystem
- Strategic operating-model transformation
Primary goal: Sustain innovation, trust, and competitive advantage.
Required next steps: Continuous recertification, ecosystem governance, strategic portfolio renewal, advanced partner management, responsible market expansion.

Certification applies to packages. Maturity applies to organizations.
How maturity is assessed
Each dimension is scored from 1 to 5. The assessment does not average blindly — a severe governance or security gap may limit the acceptable operating maturity even if technology scores highly.
Before scoring, the assessment gathers evidence, identifies the constraint dimension, and defines a target maturity. From there it sequences a capability roadmap, assigns owners and metrics, and runs the work through the Engineering Loop. The loop closes when the organization is reassessed.
The output of an assessment includes evidence, score, strengths, gaps, risks, recommended next capabilities, sequencing, ownership, and target maturity.
Not every organization needs Level 5. A smaller organization may gain significant value at Level 3 with production agents, strong ownership, bounded integrations, effective governance, and measurable benefit.
